Resolution:
When Service Entrance Wye voltage panels are used with Surgelogic TVSS's and the Neutral Bonding strap is loose/ missing, it will cause the SPD to generate a DC voltage between ground and neutral . Remedy for this occurance would be to tighten bonding strap, or install neutral bonding strap if missing. This will allow a clear path for monitoring of the SPD. Situation with open neutral to ground is high resistance due to loose/ missing connection to ground, which is causing DC voltage to be seen.
