Resolution
This means that you do not have full admin rights for Unity Pro/Control Expert. You can try to 'Run as Administrator'. Create a shortcut and go to properties. In the Shortcut tab select 'Advanced' and select 'Run as Administrator'. In the Security tab, set all permissions to 'Allow' for all user names (special permissions not needed).
