Issue
Unity behavior seems erratic when online editing. Sometimes a build change is allowed online and other times access is denied.

Resolution
One suggestion is to use a shortcut to launch the programming software. Before launching, right click on the shortcut and select properties.
In the shortcut tab, select the Advanced button and then select 'Run as administrator. In the Security tab, make sure that every user and group on the list has Allow selected for everything with the possible exception of Special permissions.
