Resolution:
Most mechanically held contactors are provided with a coil clearing contact so the coil does not remain energized, otherwise it would hum. In this device, a coil clearing contact needs to be added.  The coil is not rated for continuous duty, so keeping the latch block coil energized will burn up the coil. A normally open auxiliary contact can be wired in series with the unlatch coil to achieve coil clearing.
