For a speed drive, the speed range is the ratio between the output maximum frequency and the minimum frequency where the nominal torque is available.
example for a 50Hz motor :
Speed range 1/50 means the drive is able to give the nominal torque between 1Hz to 50Hz.
Speed range 1/100 means the drive is able to give the nominal torque between 0.5Hz to 50Hz.
