Is it possible to use both steady light unit and flashing light unit of XVBC series in the same tower?

Yes. It is possible. The typical example of combination as below:
XVBC5B4 - Red, flashing, 24Vac/dc, intergrated LED
XVBC5B5 - Orange, flashing, 24Vac/dc, intergrated LED
XVBC2B3 - Green, Steady, 24Vac/dc, intergrated LED
