Dial real time objects do not display properly in Vista when some Regional formats are used

Cause
This will happen if the decimal separator for the region setting is "," rather than ".".
Resolution
This solution is exclusively for PME 9.0
1) Apply CU2 - This MUST to be done before applying the solution
2) Shut down all Vista instances
3) Backup the existing vista.exe - it's in the PME\system\bin folder just in case
4) Replace it with the attached updated version of vista.exe
5) This should be done on the Application server and all Engineering Clients.
