Cause:
Measuring voltage on T1T2T3

Resolution:
The ATS46, ATS48 and ATS22 units do have leakage voltage across the output of the SCRs when it is not running.  If the motor is connected, this minimal power is dissipated in the motor windings and not noticed.  If the motor is not electrically connected to T1T2T3, this leakage voltage has the capability to reach the line potential.
