Yes the Acti 9 4 Pole iID RCCBs can be wired for 3P without neutral.

You can directly connect the 3 phase on 3 poles of iID RCCB, you don't need to add a resistor since the test button circuit is not connected to the neutral pole but connected between 2 phases as shown in the below diagram.
