Resolution:
Series rating downstream of the Mini Power-Zone (MPZ) package unit substation is unnecessary. The MPZ is a UL listed device and the Transformer does not allow peak let through currents higher than the secondary type QO breakers can accommodate. The AIR of the device matches the AIR rating of the primary breaker, depending upon which catalog number is chosen.
