Can a CAFI breaker be used in place of a GFI breaker?

Can a combination arc fault breaker (CAFI) be used in place of a GFI breaker (specifically, a class A GFI breaker)?

Resolution:
A standard CAFI breaker cannot be used to replace a standard GFI breaker, as the CAFI breaker does not have class A ground fault protection. A dual function breaker (combination arc fault + class A ground fault) could be used to replace a standard class A GFI breaker.
