Does Square D manufacture 'Dummy' breakers to fill empty tenant breaker spaces in a Meter Pak device with 125amp Meter sockets?

Yes Square D does offer QO type 'Dummy' breakers, it would require two(2) of part number QO1DB per tenant breaker position. BUT a dummy breaker should not be required if the tenant breaker will not be used, the customer can just close and lock the front tenant breaker cover.
