Yes. When a 3-pole plug-in unit is installed on 4-pole busway, there is no neutral connection. This is most often done when a 3-wire load needs to be feed from 4-wire busway. When a 4-pole plug-in unit is installed on 3-pole busway, the neutral stab makes no connection. This can be done, but it would only be considered if a 3-pole device was not readily available.
