Can a QO, 3 pole GFI, EPD, or EPE branch breaker be used in a QO403L100RB load center?

Yes, but only in current design, series G02, available since February of 2010. The series number can be identified on the package label or the device's wiring diagram. These breakers should not be used in any device with earlier series numbers.
