Can the Altivar 312 drive be set up to start with a run command active or to restart without requiring the run command to be cycled in the event of a power outage?

Yes it can. If the drive is set for 2 wire control, in the IO menu, set tCC-2C and tCt-LEL (LI1- Run Forward). Go to FLT menu: Set Atr to yes. The same logic will apply to the run reverse command (LI2).
