STB Island Module Hot Swap Information

This purpose of this resolution is to provide information regarding hot swapping STB modules.

Resolution
The design of STB product does not allow the hot-swapping of an I/O module if there is only one module in the system. The same is true if you have multiple modules and you remove all of them prior to replacing one. The NIM will enter a fatal error condition if no I/O modules are present.
