Resolution:
The EVlink series of Level 2 charging stations requires a 40A, non-GFI-type breaker for each charging outlet.  #8 wire is required (L1, L2, and GND).  For dual-outlet charging stations, two 40A non-GFI breakers will be required (one for each outlet).  A neutral connection is not required for EVlink stations.
A 40A circuit breaker is required because the charging station's continuous output current can be as high as 30A.
