Is there a control tap option for the Powerpact L lugs?

Yes, control wire taps come standard with the Powerpact L frame lugs. It consists of a tapped hole in the face of the lug (screw not included).
For control wire installation, use an 8-32 x 1/4 in. screw (not provided) into tapped control wire hole in lower left hand corner of lug.
As an example of a Powerpact L frame breaker lug with hole for control tap wire, see the drawing below of the AL600LS52K3 lug.
