Can the operating handle of a circuit breaker in an M800R enclosure be padlocked?

The operating handle can be padlocked in the OFF position only by purchasing and field installing an S44936 handle padlocking device. The S44936 is considered a removable device. The operating handle can be padlocked in either the ON or OFF position by purchasing and field installing an S32631 handle padlocking device. The S32631 is considered a fixed device.

There is also an integral breaker cover on the enclosure that can be padlocked closed.
