Do the 9999SA2 and 9999SA10 have the same functionality?

Issue:
What's the difference between the field kit 9999SA2 for start/stop and 9999SA10 for on/off?

Resolution:
The two units only differ in the legend plate which comes with them.  Functionally they are identical.
