Issue:
Is it possible to run an ATS22 with a smaller motor or without a motor attached?

Cause:
Need for testing starter with minimal or no load attached.

Resolution:
No.  SSt is a feature of the ATS48 soft start.  It is not available on the ATS22.
It has to have a load at the output.
