Resolution:
Essentially the internal wiring is meant to facilitate a simple wiring scheme between the overload relay and the complimentary contactor.  When the two pins are utilized, one can simply wire a start button in parallel with terminals 13 on the contactor and 95 on the relay.  With this scheme you would also wire a stop button between your line voltage and terminal 13 on the contactor as shown on the attached diagram.  If you do not desire this control, then break off the two links to disable the internal wiring.
