Unity Pro v10/11 launching simulator causes error "Debugger process not created or not ready!" followed by "This isn't a valid PLC address, or PLC is busy, or media is off."

Issue:
This error occurs when trying to connect to the simulator.  It usually occurs when being run on an unqualified OS.

Resolution:
Unity Pro v10/11 has not been qualified for Windows XP sp3.
However, the user can go to C:\program files\Schneider Electric\Unity Pro\PLC_Simulator and run debugger.exe.
This may correct the problem.
