Resolution:
The General Duty Safety Switches DO NOT contain the Dual Cover Interlock feature. Only the Heavy Duty Switches contain the feature.

The Dual Cover Interlock Feature works as follows: If the Safety Switch operating handle is in the 'ON' Position the switch cover(or door) CANNOT be opened. OR if the Switch operating handle is in the 'OFF' position and the cover(or door) is Open, the Switch operating handle CANNOT be moved to the 'ON' position.
