Can the ELM be used to feed single phase loads?

Yes, the ELM can be used to feed single phase loads, as shown in instruction bulletin 48041-089-01 . Since there is not an option to connect a separate external neutral CT to the ELM, both the hot and neutral must pass through the ELM. It does not matter which pole is used for hot or neutral. Note that the bottom of the ELM is marked LOAD, so the incoming line conductors should be connected to the top of the breaker.
