Do the EX and EXN Transformers have a lower than standard dB level?

Resolution;
The new EX and EXN Transformers are built with lower dB ratings compared to DOE standards.  Most units are designed to have sound levels -3 dB below the NEMA ST-20 tables with some units available with -6 dB below the NEMA ST-20 tables.
