Resolution:
The Canadian Electrical Code requires the neutral conductor to be switched with the line conductors for a utility/generator application. Therefore, the 3 pole breakers are used to allow both line conductors and the neutral conductor to be switched (or turned ON and OFF) when switching between utility and generator power.
