Does Unity Pro 11.1 -> Control Expert support Data Dictionary with the Momentum Unity Processors?

Yes. With Unity Pro 11.1 to Control Expert latest version, when using Momentum firmware versions greater than or equal to 1.30 Data Dictionary is supported.
