Cause
The control power has not been wired to be transformed.

Resolution
Enclosures do not come with the control power completely wired. The wire that will carry the control power is landed on an open terminal in order for the system voltage to be selected upon install. In the image below the factory setup can be seen. Wire the incoming wire, wire 20021, to the desired voltage terminal, as seen on the wires. This selection changes where the wires land on the transformer, which allow for the same enclosure to work in multiple types of systems.

For example, for a 208 V system move wire 20021, in the case below, from terminal 1 to terminal 2, for 480 V move from terminal 1 to 3, and for 600 V move from terminal 1 to 4.
