This register indicates which bits are currently activated.  Or it indicates which bit mapped inputs are NA.

Bit 0 = Over I a - Validity (Status (Enabled or Disabled))
Bit 1 = Over I b - Validity (Status (Enabled or Disabled))
Bit 2 = Over I c - Validity (Status (Enabled or Disabled))
Bit 3 = Over I 4 - Validity (Status (Enabled or Disabled))
Bit 4 = Over V unbal - Validity (Status (Enabled or Disabled))
Bit 5 = Over kW sd - Validity (Status (Enabled or Disabled))
Bit 6 - Not Implemented
Bit 7 - Not implemented
Bit 8 - Not Implemented

Register 2421

This register indicates the current state of the selected input (either True or False)

Bit 0 = Over I a - Current State (True or False)
Bit 1 = Over I b - Current State (True or False)
Bit 2 = Over I c - Current State (True or False)
Bit 3 = Over I 4 - Current State (True or False)
Bit 4 = Over V unbal - Current State (True or False)
Bit 5 = Over kW sd - Current State (True or False)

Mod_Capture

In my above example there are the 5 inputs
Over I a
Over I b
Over I c
Over I 4
Over V unbal
Over kW sd

These inputs all come from setpoint modules.
In the setpoint modules I went into the setup registers for Over I b, and changed it from enable to disable.

If you compare the input values from the ION Capture to the Mod_Capture you will see confirmation of these parameters.

2420 is showing 0 for Bit 1, and looking at the ION input links screen you can see that Over I b is NA, due to me disabling the setpoint module.  All other Bits are active so all other setpoint modules are working, and this is reflected by a 1 (enabled_ for Bits Over Ia , Over Ic, etc)

2421 is showing the state of the inputs.  In my example, I have configured my device to have True originate at my setpoint module for Over I 4, which can be seen on the Capture screen shot as it has  a True as it's status.  This is reflected in the modbus register read for Bit 4 being set to 1 for True.
