While not a true latching or impulse relay, there is a timing relay which can be used in a similar function to one. The RE17RMXMU is a continuously powered timing relay which will open/close its output contacts upon receiving sequential trigger signals. In other words, one close on the trigger contact will change the output contact over for an indefinite time and another close on the trigger contact will change the output contact back.
