Cause:
Requirement to fill unused spaces.

Resolution:
Speed-D switchboards with I-Line distribution are shipped with all 4.5" filler and extension plates installed. A switchboard with fusible switches are built differently, depending on where the equipment is ordered from. If all the equipment (switchboard and  QMB/QMJ switches) are ordered on ELP, the board ships with the switches installed, and the correct filler panels in place. If the equipment and switches are ordered from the warehouse, the swithboard comes with (2) 15" blank filler panels. After the customer installs the switches, they must then order the correct filler panels, if necessary.
