Resolution:
An overload relay will never directly break the power connections running through it to the motor.  The relay is designed to open its normally closed relay contact when an overload is present.  In a standard design, this contact is run in series with the contactor coil.  When the contact opens, the coil drops out and the contactor breaks the power connections.
