Scadapack 300 series Counter CH1 and CH2 with pulse outputs that have a larger than expected on voltage

Some flow meters have pulse outputs that have a larger than expected on voltage. If the less than 0.4V theshold is not meet then the counters will not produce counts.
To resolve this issue requires circuitry. See details below.
