Can you remove the NQ Panel internally installed Surgelogic SPD and replace with breakers?

Issue:
Can QO/QOB breakers be installed in a NQ panelboard where an internally mounted Surge Protection Device was installed?

Removing the SPD from the interior which will expose (12) 1 Pole connectors.  You can use these to add branch breakers.
