Is there a manual valve Open lever on a AG23A020 Actuator used with a VT2223 Zone Valve?

Why isn't there a manual lever on the Normally open (NO) Actuator AG23A020

Resolution:
The AG23A020 actuator DOES NOT have a manual lever since the actuator is spring return to Normally Open. The AG13A020 actuator DOES have the manual OPEN lever in order to open the Spring return Normally Closed valve manually.
