How does a QMB4060R Class R fuse rejection kit get installed in a QMB switch or fusible busway plug?

See the attached QMB4060R instruction manual, document number 40272-213-02.  This states "Drive ring end of pin into hole in fuse mount until fully sealed.  Driving in the pin requires force.
