why does my safety hotstandby CPU takes a longer time to startup than usual when the interlink in not present

1.    Issue
a misuse side effect was discovered: when replacing a CPU with an inoperative (incorrectly plugged or missing) interlink, the new CPU could (also) start as primary and perturbative the RIO drops..

3.    Environment
Since SV2.80
this delay will be optimized as part of the next firmware release (SV2.90 or 3.00, to be confirmed), and the additional boot duration should be removed.

4.    Resolution
With previous versions, in these conditions, the CPU boot duration was about 30 seconds, while with SV 2.80, on missing interlink, an additional delay was implemented, that adds  from 4 to 27 seconds  (depending on the amount of RIO drops) to the boot duration
