The maximum amount of 70A and above branch breakers allowed for the 400 Main breaker and Main lug NF panels, is Qty (8). Same goes with the 600A panel as 400A and 600A neutrals are the same. The only difference is the size of the incoming neutral lug. The restriction applies to both.
