Resolution:
Remove the trim (if installed) of the panel. Place the padlock device onto the face of the breaker, and use a screwdriver to bend the tabs on the device into the slots on the ON and OFF ends of the breaker. To padlock the breaker, move the handle to the desired position, and slide the padlock through the bail. The shackle of the padlock will prevent the handle from turning the breaker ON or OFF.
