The IS_PAR_CON block is a function used in DFB code to know if an input parameter (pin) or an input/output parameter (pin) is connected or linked to a variable when you use an instance of the DFB.
NOTE: This function is only usable inside a DFB. It is not permitted to be used outside of DFB code.
