Why application password can not be modify on line

Using a premium processor with a flash cartridge, it's not possible to modify application password online.
The root cause is linked to the fact that the Premium PLC has a flash Cartridge.
In this case, online modifications are not allowed.
The behavior is normal and documented and no message appears.
