Resolution:
When the island encounters a minor event, the fieldbus and service ports remain activated. The only avatar activated is the System avatar.
All starters, SIL starters, and I/O modules are de-energized, defined as follows:

• Starters and SIL starters are in the open state
• Outputs from the I/O modules are off (set to zero)
