Do operating mechanisms (rotary handles) work on breakers in panelboard ?

Answer:

Operating mechanism or rotary handles are only tested for unit mounted breakers where they have their own enclosures. Panelboards are not set up for for those accessories. We do not have any information on the setup and can not install it in the plant or advise if it can be done in the field.
