Control Expert application file type required for troubleshooting BMENOP0300 related cases.

Whenever a case is submitted for troubleshooting the BMENOP0300 IEC61850 Communications module, the exported Control Expert application in a 'xxx.sta' format must be provided.  Do not use the auto generated 'xxx.auto.sta' file that is created when the 'xxx.stu' project is saved.

The reason is  because only the exported 'xxx.sta' file will include the associated IEC61850 Configuration Tool project files.
