Is it normal for a 7S1F to draw current without any load?

Issue:

The 7S1F transformer is working but not expecting it to be hot/warm and drawing current without load.

the Transformer naturally gets hot when energized and that 1.5A magnetizing current was normal for the type of transformer it is.
