Resolution:

The Q22200NRB is service entrance-rated IF the local code does not require a service barrier kit. However, if the service barrier kit is required, then it cannot be used for service entrance applications.

Also, Square D / Schneider Electric do not offer any field-installable service barrier kits for enclosed circuit breakers.
