PME - unable to open or edit any modules in Designer, inputs/outputs are grayed out

In Designer the user is unable to open/edit any modules and inputs/outputs are grayed out.

Cause
Toolbox must be enabled and the PME user's account must have an access level of Supervisor.
Resolution 1
In Designer, go to Options > Show Toolbox
Resolution 2
If the Show Toolbox option is grayed out, ensure the user logging into Designer has an access level of Supervisor. This can be found in the PME Web Applications > Settings > Users > User Manager (also requires a Supervisor level account to view).
