Upgrading Control Expert v15.2 to Latest Version Affects SCADAPack Workbench (SCADAPack Workbench will not launch)

The customer has to manually install the Microsoft Visual Studio 2013 Isolated Shell, which is part of the SCADAPack Workbench installer.
The installer should be under the Prerequisites folder.
