On an "outdoor joint-pak " for I-Line busway do I remove the blue tape covering the joint compound?

There is blue tape covering the joint compound.

Resolution:

The blue backing tape needs to be removed. It is there to protect the black sealing material. Sometimes a small putty knife is required in order to help separate the blue tape from the black sealant as the blue tape is pulled away.
